London Mayor Sadiq Khan’s Ulez punch-down on cars and vans owned by the less affluent is just one example of the attacks planned against town dwellers living in modern industrial societies. Khan is the current chairman of C40, a global network of city mayors backed by numerous hard-Left billionaire foundations. Removing cars from cities is just one of its aims. In a Headline Report published by the group in 2019 and re-emphasised earlier this year, a “progressive” target for 2030 was set of a daily per person allowance of 44g of meat (enough for two small meatballs), a daily limit of 2,500 calories, (less than the ration in the Second World War), one short haul flight every three years, eight new clothing items a year and private cars available for only one in five people. This “pioneering piece of thought leadership” was said to seek a “radical, and rapid, shift in consumption patterns”.
When the report about future urban consumption was first published in 2019, it received little publicity in the media. Some of its proposals looked a bit cranky even for mainstream publications. For instance, under an “ambitious” 2030 target, the mayors looked to ban meat and private vehicles altogether. But groundwork was clearly being laid. Mark Watts, executive director of C40, observed that average consumption-based emissions in the wealthier C40 cities must fall by “two thirds or more” by 2030. It was said that reducing vehicle ownership would lead to significant reclamation of roads and 25,000 kms of cycle lanes. This plan is now well advance since the Covid lockdowns provided cover for mass street closures. Recent years have also seen large increases in cycle lanes, and of course the Ulez war on those driving older vehicles, not necessarily by choice.
Signatory cities are committed to “high impact accelerators”, which include creating low or zero emissions zones along with “implanting vehicle restrictions or financial incentives/disincentives such as road use or parking charges”. An early sighting here, perhaps of Khan’s suspected wish to implement road pricing after his Ulez infrastructure is in place.
There is also an early sighting of unsourced statistics with a claim that eating less meat and more vegetables and fruit could prevent 160,000 annual deaths associated with diseases such as heart attacks, diabetes and strokes in C40 cities. It is not immediately clear if these deaths actually occur in such precise numbers, or whether they are a Ulez-style ‘statistical construct‘.
Over 100 cities around the world are part of the C40 network and they are required to sign up to “performance-based requirements” based on a number of leadership standards. One of these standards specifies that they must innovate and start taking inclusive and resilient action, “to address emissions beyond the direct control of city government, such as associated with goods and services consumed in their city”. The largely unpublicised C40 operation is backed by finance and support from many well-known green foundations including Climate Works, Hewlett, IKEA, Oak, FR and Clinton. Three “strategic funders” are identified including Christopher Hohn’s Children’s Investment Fund Foundation, a major financial contributor to Extinction Rebellion. Another strategic funder is Bloomberg Philanthropies, whose controller Michael Bloomberg, the former mayor of New York, is president of the C40 board.
Of course interest is now growing in what all these people have been smoking over the last few years, as the Con/Lab green blob (different countries, different mainstream political combinations) organise to de-industrialise and cut human progress in the name of tackling a supposed ‘climate crisis’. The C40 Headline Report gives clear guidance of the scale of economic and societal change required under a collectivist Net Zero agenda. U.K. Fires is an academic project funded by the British Government, and it also gives a brutal assessment of life under what it terms absolute net zero carbon dioxide emissions. Again it is not discussed much in the public prints, but the Daily Sceptic has reported on its findings. These include no flying and shipping by 2050, drastic cuts in home heating, bans on beef and lamb consumption and a ruthless purge of traditional building materials such as bricks, glass, steel and cement. Such is the admirable honesty on display in their reports that they note these building materials can be replaced with “rammed earth” – mud huts for the lower classes in other words.
Sadiq Khan has been badly shaken by a popular uprising against his hated Ulez scheme. Backing in his own Labour party is wearing thin, not because most senior members are particularly anti-Ulez, but because after the Uxbridge by-election they can see a little more clearly that attacking the cars of the poor is a slam-dunk vote loser. For his part, Khan seems to have become more hysterical attacking those who oppose Ulez as conspiracy theorists. Earlier this year, reports the Daily Mail, Khan said that some of those who opposed the scheme’s growth across all London boroughs were “anti-vaxxers, Covid deniers, conspiracy theorists and Nazis”.
The evidence provide by Khan’s own C40 Headline Report, along with the work of U.K. Fires, shows clearly the actual agenda that is now being ruthlessly deployed. The only conspiracy rabbithole in sight would appear to be that occupied by a freaked Mayor Sadiq Khan.

Profanity and abuse will be removed and may lead to a permanent ban.
Hence the ‘free school meals’ grab.
Force dietary change upon school children.
Reduce dairy and meat consumption by serving up vegetarian and insect based meals.
’You vill eat ze bugz’.
Parents will no longer be able to provide their own children with a ham and cheese sandwich.
School meals which of course aren’t free at all. They are paid for with funds confiscated from the population.
Profanity and abuse will be removed and may lead to a permanent ban.
Nope, I still feel unable to offer any comments on Mr/Ms/Mrs** Khan.
(** I lose track with how the new woke gender protocols work, so am unsure how one should address these people these days).
Peasant, your insolence shows you’re obviously not familiar with your own Feudal system yet. Khan’s a nobleman. It’s Baron.
Oops. Do I need to attend a government sanctioned correction centre for indoctrination of right-think?
Time, dear chap. Give it time.
“unsure how one should address these people these days”
‘Khant’ or ‘the Khant’ is quite sufficient.
I see what you did there
As all of the above refer to humans one desires to have a polite conversation with, they’re all inappropriate. The would-be khan of London might be an idea.
The Net Zero agenda also suits the wealthy landowners.
It will decimate the rural population who will have to move back into urban areas to be able to afford fuel and have homes they can heat.
We are penalised for being off grid and in older properties. Although where they will house those of us that survive the cold and neglect I dont know. Especially as we will have less money as our rural properties collapse in value.
The increase in fuel costs and loss of rural transport already means that only the wealthy elderly (to whom cost is irrelevant) or the very poor (paid for by the state) can get care workers to support them in isolated areas.
The feudal Lords will then be able to demolish our worthless properties and just keep a few for the surfs and servants.
They will be pleased to get the land back from the peasants.
“It will decimate the rural population who will have to move back into urban areas to be able to afford fuel and have homes they can heat.”
That has always been the plan. The countryside is to be emptied and “re-wilded” – that itself will be a complete disaster – and the population crammed in to 15 minute cities – in reality ghettos. Much easier to fully track and trace once they know where everybody is. And anyway leaving a small rural population always presents the risk of it becoming a guerrilla army and getting up to who knows what mischief. It cannot be allowed. For our safety.
NB. As a farmer’s daughter, I am not talking about the ordinary farmers who try to produce food for us under various governments who have no interest or idea in how to feed the population, provide food security and generally seem to go out of their way to make the farmers lives difficult.
Great article Chris. It’ s not just C40 and UK FIRES. The Behavioural Insights Team (aka Nudge Unit) and even the House of Lords are in on it too. BIT recommended a “stick” approach to changing behaviour by implementing LTNs. They also want to control news and drama content in the media and influence almost all markets. It’s basically communism in the guise of climate activism. As covered in the link below.

“…if we decide to target children…” as behaviour change guide for Local Government helpfully notes
All the meat served in London Borough of Haringey state schools is halal. I’m sure they are not the only place to have done this.
Which is disgraceful. We should never have allowed this practice in the UK.
If I am aware that meat being served is halal I will not order it.
It should be mandatory to make it clear on menus.
I was a school governor there at the time, found out about it purely by accident. The other governors were not aware, neither was the head teacher. The borough just brought it in without consulting anyone, presumably because there are a few muslims in the borough (not actually that many or from I have seen especially religious ones) and I guess it’s much easier than offering separate menus. A lot of the governors didn’t really know what halal was.
I’ll bet the local councillors didn’t either.
Shame we couldn’t take them into the slaughterhouses to show them.
It’s possible one or two councillors were muslim and may have known, but most probably didn’t. It may not even have been decided by the full council. Possibly just someone in the education and/or social care department. It’s the sort of thing that, these days, someone suggests and bien pensant people are afraid to naysay for fear of being labelled as racist.
The problem may be that Kosher ritual slaughter was allowed before Halal ritual slaughter setting a rather bad precedent. Why did we tolerate Jewish ritual slaughter yet get on our high horse about Islamic ritual slaughter?
They are both abhorrent and should be ended.
I could be wrong here but I believe that Southampton is the same.
“Sadiq Khan’s Green Globalist Gang Suggests Daily 44g Meat Allowance and Rations Lower Than Second World War”
As Paul Nicholas once said to Neil Diamond in the film “the Jazz singer”
“That was..very nice…now pi$$ off!”
That’s my suggestion to Khan’s peg boys!
A pilot scheme of the proposed food rationing scheme could be tried out in the tax payer subsidised House of Commons restaurants perhaps.
Are any of these C40 mayor’s in the cities of Beijing or New Delhi ,Islamabad, Jakarta etc? No? Wow, just the “free” “democratic” western world then?
Our pseudo-democracies which are really oligarchic republics have been optimized for corruption. Hence, we suffer from corruption.
I am currently in New Delhi and the air pollution is unbelievable. Not as bad as the smogs in the 60’s but still significant.
I noticed it when I came in by air over the city and it is very noticable at night – you can see it in thetraffic headlights.
“building materials can be replaced with “rammed earth”
None of this is going to work. It is not possible for the overlords to live in a high-tech bubble whilst the rest of us are eating bugs in a mud hut.
My husband keeps saying that as well. My point is that even if it fails it will cause unimaginable chaos and misery while trying to implement it.
You’re both right. If they try to implement it, it will definitely cause unimaginable chaos and misery.
But….getting from here to there is a conundrum for them. I mean there is a real world with real people who can and will resist (look at Ulez).
At the moment they know these plans are unacceptable so they claim it’s conspiracy theory and say they are not planning to do it. But in order to actually do it they have to admit that they are doing it….and people will not go along with it. Can you imagine if they tried to implement meat rationing right now?
So they need to foment chaos….but the trouble with that is, once everything is in chaos you can easily lose your grip on power, and things get rather unpredictable.
This is their dilemma.
You are correct. Of course it won’t work, but (like heat pumps, EVs, Lockdown, Net Zero, or even bloody HS2), it won’t be for want of ‘trying’.
I suspect that this isn’t just ineptitude on stilts, but rather that it is chaos that they strive for, all the easier for them to “clamp down” to control the chaos. And us, of course.
Triple daily Log In is back I notice. Could the MODS investigate please?
Big business and politics are now cults every bit as bad as Jonestown. And they’re controlling our society.
I must say I find the motivation a bit perplexing. In one breath they are defending all of this tripe because it will save lives, but only by doing things that will cost many more lives. Do we think this is just a deliberate disjointing the facts of their ideological purpose, or have they got their heads so far up their colons that they can’t process two conflicting ideas at the same time.?
(Only 44g of tripe mind!)
“I must say I find the motivation a bit perplexing.”
The intention is very understandable – to keep the population in a permanent state of nervousness and confusion – much easier to manage that way.
With ULEZ it’s all about people’s health and saving the planet when the reality is that massively increasing the tax burden on the poorest will send them into physical and soul destroying poverty which the Khant will offer to resolve with Universal Basic Income (UBI) and of course CBDC even if some of us still retain some access to cash.
Once people accept that Orwell’s ‘1984’ is their manual the actions of the Khant and the Uniparty start to make perfect sense.
Black will soon be white and 2 + 2 will eventually = 5. Trust me. They will build models to prove it.
I can’t recommend this interview with Sasha Latypova and Catherine Austin Fitts highly enough:

Basically we are at the end of the financial musical chairs game. All that “leverage” is about to un-lever very rapidly, the fake money will turn out to be, very fake. The cabal are desperate to grab the real stuff. Attractive land is some of the most “real” of the real stuff. They are quite willing to murder for it.
I’d be happy to trap, skin, and cook anybody that works as an enforcer. Meat will be procured.
With a side order of greens. They are all vegetables after all.
Who would think we had a ‘Tory’ government? Just a bunch of deluded, spineless cretins.
What does it say about those who vote for the Tories? Are they not the real deluded fools?
There is a global religion at work which believes as a matter of faith in the whole global warming, net zero, stop meat, green etc agenda.
It has a religious character because if you argue or contradict they treat you as something like the devil. Logic is of course pointless against faith. A window into the pathology is the emotional outburst of Khan where he referred to opposers of Ulez as including “anti-vaxxers, Covid deniers, conspiracy theorists and Nazis”. These are modern synonyms for the devil or evil as they see it.
I don’t remember Khan spelling all this out at the last mayoral election, surely he will have to at the next one. MSM might want to hide it, but Londoners have taken notice. Problem is what realistic options will there be given that the Tories are part funding C40. Any independent would be blanked by MSM.
It strikes me that if humans eat more fruit, vegetables, grains and pulses it simply transfers the farting from animals to humans.
Until 8000 years ago we lived on meat. Fruit and roots, seasonal, and starvation food. My wife and I are carnivores, and we are pretty sure that going to this diet stopped my wife’s “terminal” bone cancer in its tracks. Take our meat off us and kill my wife. The NHS have bene trying to kill her for some years (hence rejecting chemo and going carni), now the state will do it on their behalf

What a boon for 15 minute cities. Ex pubs converted to mini supermarkets. Otherwise known as your local ration outlet – LRO.
Khan is not running London just as Sunak is not running the UK. They are just placements in poster positions put there by others who have a determination to depopulate and enslave under a One World Govt in a New World Order.
Its not consipracy, you just have to see what these people themselves have said over time.
Yep, and all going to plan.
This, and other related topics of late, seem to have hit a nerve as it were, where disquiet is slowly being relaced with open hostilities. Verbal and public protest. The direction of travel for the socioeconomic future of our country as revealed by good reporting is ever showing that the poorer section of society will suffer the must and the least effected of society will be the most well off. It is almost as if the purported elite have all they want material wealth and status, and as the plebs are no longer needed to service this hierarchy, they are pulling up the drawbridge.
Net Zero, Gas Boilers and, oddly, Cladding, all remind me of the Bastiat Broken Window Fallacy. A perfectly functioning system (fossil fuels, natural gas, high-rise building cladding, intact glass windows) is deemed to be Satanic, so we go round smashing windows, removing cladding, ripping out gas boilers, banning ICEs, banning fertiliser, killing our immune system, killing Irish cattle and forcing us into eating chitin-laden bugs and foraging for leaves. The resulting pharmocratic Green economy benefits only those who purport to repair the damage, be it the glaziers, windfarmers, EV sellers and vaccine-pushers. The rest of us lap up the bread and circuses, smiling because we think we are Saving the Planet, overthrowing Capitalism, defeating Saran, or at least #SavingGranny. I expect Bastiat will soon be banned in state schools, any mention of him on Facebook will lead to a 30-day ban.
Their hysteria and aggression are increasing daily, which I truly hope tells us they realise that their time is running out – “ze real but narrow vindow off opportunity” may be closing. Perhaps it’s the fear that their asset stripping won’t be complete before global financial meltdown kicks in. Perhaps it’s because some of the key movers are now in their late eighties and early nineties and want to see results before they shuffle off, soon. Time, numbers and the ability to withhold compliance (even if only as a delaying tactic) are all, I hope, on our side. And the vast majority of their planned programmes are riddled with single points of failure. Throw away your smart phone, remove your bank deposits, don’t comply with any instructions and watch them panic some more.
I recently raised this point about Khant , no way is he working alone he is TPTB,s place man !!…
Are these idiots really trying to start armed revolt amongst us? Perhaps they are going to import the Taliban to support their cause, and cause a civil war, turning Britain into the next Afganistan. As Khant has discovered, the British are very compliant, but one step too far and we are exactly the opposite! Now we know why he has an armoured Range Rover. However he does not realise that such is far from safe if the population starts to get proper weapons, and it will. Beware politicians, the worm has turned!
Unfortunately, the “one step too far” appears to be a longer stride as time goes on. SadSack Khan and his ilk need to be shown the health benefits and hospitality of the nearest lamppost.
Frightening. One just has to hope that the very impressive list of funders (visible on the ghastly C40 website) will at some point wake up to what’s happening to their bottom line. For instance – three items of clothing per year? Will the clothing industry happily partake in its own destruction? etc etc
and one short haul flight every three years?? So you save up megapounds for your flight, you take off for some islamic hell-hole (e.g. France, Spain, Germany etc.) and you then discover you have used your flight allowance and you have to stay for three years until you can fly back home again?? Airports and airlines cannot function economically with such a small number of flights every week. Go Green. Go Broke.
Keep highlighting this issue as it is of major importance. The ULEZ protesters need to know that ULEZ is but the very thin end of an enormous wedge.
We need to remember that we are the many and they are the few!
C’mon guys. We don’t need Steak Diane washed down with a bottle Of Montepulchiano de’Abruzzo . All we need is a sandwich on Ruskoline washed down with a pint of steam. ————–You see there are planets that need saving. Ruskoline actually tastes not too bad when you get used to it. ——C’mon guys try it tonight for your tea, or do you want the earth to boil like a lobster? ————-PS . This comment was pure cynicism. I just thought I better point that out as my previous attempts at cynicism have been met with a few people having a go at me thinking I was being serious, I better make that clear. PS Ruskoline is that orange stuff you put on fish to fry it.
He’s dangerous
How do we fight back against these people??
