Southport Inquiry Blames Killer’s Parents

The Southport inquiry has blamed the killer’s parents, saying the attack that left three young girls dead would not have happened if Axel Rudakubana’s mother and father had done “what they morally ought to have done”. The Telegraph has more.

Axel Rudakubana, then 17, killed three girls at a Taylor Swift-themed dance class on July 29th 2024 and attempted to murder 10 others.

An inquiry into the incident heard how the teenager’s parents, Alphonse Rudakubana and Laetitia Muzayire, knew their son was hoarding knives, was accessing “chilling” violent content online and had been making poison in his room.

In a report published on Monday, Sir Adrian Fulford, the inquiry Chairman, described the “complete abandonment of responsibility” by the killer’s mother and father as “utterly unconscionable”.

He said he was “strongly critical of the moral failure of [Rudakubana’s] parents to warn the authorities about [his] weapons and what I find was their fatalistic approach to the risks that Rudakubana posed of violence to others”.

In Sir Adrian’s report, comprised of two volumes with a total of 763 pages, he said there was a “fundamental failure” by any organisation, or multi-agency arrangement, to take ownership of the risk Rudakubana posed.

It highlighted five major areas of systematic failure, including a misunderstanding of autism, a lack of oversight of his online activity and an absence of any agency accepting responsibility for Rudakubana.

Sir Keir Starmer promised to make “fundamental changes” to keep the public safe in the wake of these “harrowing” findings.

Bebe King, six, Elsie Dot Stancombe, seven, and Alice de Silva Aguiar, nine, died after sustaining multiple stab wounds during the attack.

Their families previously called for Rudakubana’s parents to be “held to account” for their son’s crimes.

Rudakubana was jailed for 52 years in January 2025, and he almost certainly will spend the rest of his life in prison. He avoided a whole life sentence because he was nine days too young.

Merseyside Police previously considered charges against Rudakubana’s parents, but in June 2025, a spokesman said the evidence against them had not met the required threshold.

In November, the couple gave evidence to the inquiry, prompting the force to confirm its detectives would examine their transcripts.

It is understood that Merseyside Police will be reviewing the newly published report.

Sir Adrian concluded that, had Rudakubana’s parents reported their “true level of knowledge” to the authorities before the attack, their son would have been arrested.

“It is with the greatest reluctance that I conclude that they bear a very considerable responsibility for the events of July 29th 2024,” he said.

Singling out Mr Rudakubana for creating “significant obstructions to constructive engagement” with agencies involved, he said the couple were too willing to “defend” their son.
