High Speed railways only make any sense point to point over long distances, otherwise cruising at high speed will be infrequent and/or only for short intervals due to multiple stop/start at stations along the route. Also they are economically viable only with high passenger volumes. This is why HS2 was always just a vanity project and sure to be a financial disaster.
Most rail services round the World run near empty for 80% to 90% of the time which is why they all require significant State subsidies (Yes even Swiss railways) – ie taxpayer plunder.
The much vaunted French TGVs have been steadily losing passengers for years, despite heavily subsidised tickets and a ban (recently relaxed) on long-distance coach services to prevent competition.
Air services are cheaper and more flexible… but of course climate change – end of life on Earth… the Horror!

As with the prisons and mental hospitals, or indeed almost anything else, we have increased the population hugely while, at the same time, actually actively reducing our capacity to deal with the consequences of that increase.
None of it makes any sense at all, but it’s so basic an equation that one has to conclude that it has been deliberate.
A good flogging might get through to their retarded brains that this is unacceptable behaviour and doesn’t cost much.
If I were the parent of a victim whose attacker got off scot-free I’d be taking justice into my own hands, even if it meant turning to the dark web by means of doing so.
I doubt if “community punishment” amounts to punishment.

As I’ve previously stated: the only deterrent here is the one provided by the judge which will likely put off other rape victims coming forward, leaving even more attacks to go unreported.
