I think the main or only trigger for “waiting approval” is the number of links – maybe anything over 3. I doubt that it’s the “first time in history”. I can think of three other instances immediately; most vaccination campaigns, ( particularly that for polio, a neurological disease probably caused by pesticides ), the fluoridation of water, ( a waste product of the chemical industry, “how can we make some money with this?”, very bad for developing brains/children ), and hospitals making women give birth lying down ( for decades, against all physiological sense, because made the doctor seem the active/dominant factor in what may be/often is women’s most powerful act ).
