WHO and EU Announce Global System of Vaccine Passports for “Future Pandemics”

by Will Jones
6 June 2023 1:00 PM

The World Health Organisation and the European Union yesterday announced their collaboration on global digital vaccine passports at a joint press conference in Geneva.

According to the press release posted on the WHO website:

In June 2023, WHO will take up the European Union system of digital COVID-19 certification to establish a global system that will help facilitate global mobility and protect citizens across the world from on-going and future health threats, including pandemics. This is the first building block of the WHO Global Digital Health Certification Network (GDHCN) that will develop a wide range of digital products to deliver better health for all.

WHO Director-General Dr. Tedros Adhanom Ghebreyesus said:

Building on the EU’s highly successful digital certification network, WHO aims to offer all WHO Member States access to an open-source digital health tool, which is based on the principles of equity, innovation, transparency and data protection and privacy. New digital health products in development aim to help people everywhere receive quality health services quickly and more effectively.

Based on the EU Global Health Strategy and WHO Global strategy on digital health, the initiative follows the November 30th 2022 agreement between the EU and WHO to enhance strategic cooperation on global health issues.

“This further bolsters a robust multilateral system with WHO at its core, powered by a strong EU,” the press release states.

Thierry Breton, EU Commissioner for Internal Market, said:

With 80 countries and territories connected to the EU Digital COVID-19 Certificate, the EU has set a global standard. The EU certificate has not only been an important tool in our fight against the pandemic, but has also facilitated international travel and tourism. I am pleased that the WHO will build on the privacy-preserving principles and cutting-edge technology of the EU certificate to create a global tool against future pandemics.

According to the WHO press release, “one of the key elements in the European Union’s work against the COVID-19 pandemic has been digital COVID-19 certificates”, and now the WHO will “allow the world to benefit from convergence of digital certificates”.

The scheme is set to be expanded to include all the vaccinations covered by the ‘yellow card’ International Certificate of Vaccination or Prophylaxis.

WHO will not have access to any underlying personal data, which would continue to be the exclusive domain of governments, the press release claims.

The WHO and the European Commission will “work together to encourage maximum global uptake and participation”, it adds.

Vaccine passports are controversial, even in the United Nations, of which the WHO is an agency. On June 30th 2021, as the movement for Covid vaccine passports gained momentum, the UNESCO World Commission for the Ethics of Science and Technology and the UNESCO International Bioethics Committee released a joint statement warning that “any COVID-19 certificate should be introduced and implemented with great caution” and “should account for scientific uncertainty regarding the degree of protection that specific vaccines, past infections and negative COVID-19 test results provide”. Vaccine passports should also “not work against sustainable development”.

In light of these concerns, the UN agencies proposed that “a research programme should be developed to assess their impact on society and public health, and the risks they might bring”.

The new press release from the WHO and EU makes no mention of the progress of this research programme, or whether it has been established at all. Is it not necessary to ascertain the effectiveness and cost-benefit profile of an intervention before rolling it out globally and making it permanent?

Given how leaky Covid vaccines are, and how short-lived any protection offered by them might be – some studies even show the vaccinated suffering higher infection rates than the unvaccinated – it’s hard to imagine that vaccine passports delivered any real limitation of disease transmission. But the WHO and EU don’t appear to regard this as a relevant question to ask. Is that because they blindly assume they are beneficial, or because they have other reasons for wanting to roll out this restrictive technology globally?

An internet search failed to bring up any assessment of the epidemiological and societal impacts of Covid vaccine passports. If readers are aware of any such research please post it in the comments below or email us here.

Yes, saw it! Made my jaw drop

“Global Digital Health Certification Network”
Equals =
If you don’t have one, consider yourself internationally locked down until you comply!

The reality of this network is, if you have health passport you can travel, but you’ll have to shoot up with everything we tell you too! = they win! ….or……
Defy this network and build your own 15min city = they win!

You know the saddest thing is that people will comply just so they can travel? I’m wondering how to oppose this and what I can realistically do that’s within my power but what are the options? You can only hope that the majority dig their heels in and say ”Up your’s, no way!” but I’m probably being fanciful and people will just roll over and comply like they did before. Not enough resistance does nothing. We need the people with clout to fight for our freedoms but that hasn’t exactly turned out well in the recent past. They have people over a barrel. a) Comply and get jabbed with everything they say and you get to travel, b) Refuse and never leave your country of residence again? Like, WTF realistic choice is that?? 😮

It’s good I can drive many places from here at least, I’m more concerned for long-haul flights, places you rely on planes for. But I’d be a bit worried to risk it. The booking up and arriving at the airport and you can’t fly nightmare scenario. What’s the secret of your success?
I suppose because in Clown World logic has long since left the building, facts matter not a jot and the rationale behind anything to do with public health is never rational. This basic, no-brainer of a question no longer applies;

Indeed, another whackjob nutbar conspiracy theory becoming conspiracy fact.
Twas predicted long ago when the ‘Green pass’ was introduced, itself built on 2017-18 plans in the Democratic German Republic aka the EU.

I was checking various websites regarding the latest Ukraine dam busting, and found myself looking at CNN. Then stumbled across an article in the opinion section on the so-called “pandemic” by one Kent Sepkowitz (080523). He was pushing fear of diseases and future pandemics and how only science can save us.

I would classify it as increased chatter heralding future policy….but the 2nd last para is chilling, where he clearly describes the non-compliant non-vaccinated as the major problem facing future pandemicists.

Despite the fact that the last three years have dredged up no evidence of a killer pandemic, but plenty of evidence that no vaccines have ever really worked and the covid ones have been particularly dangerous.

“He was pushing fear of diseases and future pandemics and how only science can save us.”
He is correct, except there has been little science taking place for a while. And someone just saying they are talking or doing science doesn’t mean anything.

“We live in an unscientific age in which almost all the buffeting of communications and television-words, books, and so on-are unscientific. As a result, there is a considerable amount of intellectual tyranny in the name of science.”
Richard Feynman (1966)

“We’ve arranged a global civilization in which most crucial elements profoundly depend on science and technology. We have also arranged things so that almost no one understands science and technology. This is a prescription for disaster. We might get away with it for a while, but sooner or later this combustible mixture of ignorance and power is going to blow up in our faces.”

Bureaucratic Opportunism (BO) might be a reasonable assessment. Misuse of modern technology, for no real benefit to the subscribers to the outfits concerned. Thus robust legal action to curtail the activities of any such organisation, and that of the politicians that might be tempted to support them.

That might be a significant strand, but ‘conspiracy theories’ surrounding establishment of a system of population micro-control are also looking increasingly plausible. This would enable government to regulate movement, economic and social activity on an individual level as part of an automated process. It could easily be administered by AI – you tell the artificial intelligence how you want groups of individuals to behave and it does the hard work for you via interlinked systems. You can (in theory) force spending and saving when you need to, keep the unwashed out of your playgrounds, stop them dirtying up your air, nip insurrection in the bud before it can even form, set cultural conversations, stir up moral panic and distraction on a whim; pretty much anything you like.

If it sounds far fetched, one only has to look at China, where smartphone ‘health identity’ apps were used to control movement from one zone to another, and to restrict access to banks when the CCP deemed it necessary. Their social credit system, where access to services is digitally granted or restricted based on a citizen’s behaviour, is well on the way to completion.

Then ask the question, ‘what steps would be necessary to establish this exact system in the West’? With rollout of digital ID (regardless of the wishes of the population) in one form or another, along with a continued gentle but relentless push towards Central Bank Digital Currency, we’re seeing the necessary foundations being laid -whether or not it is the desired endpoint.

Besides this, the flotsam surrounding the global oligarchy – mouths ever open in the hope of catching some of their drippings – can hardly contain their excitement about this techno-utopian future, complete with “Social operating systems“.

It’s likely true the WEF an associated supranational organisations have little real power, but they do act as forums of communication and coordination between those who do, and who – most likely through a combination of greed, megalomania and pathological fear of the masses – seem determined to implement such a system of control.

The EU is expansionist. Linking up with the WHO takes it a step nearer its aim – global hegemony – and whoopee a global passport powered by a strong EU. Wait until they get their army.

It is currently undergoing a setback moving East – damn that man Putin – but ever onward, ever outward.

Today is the anniversary of D-Day – what was needed to end the Third Reich. It won’t be long before we need to do something similar to end the Fourth Reich.

They blindly believe they are beneficial all right – for The Powers That Be and their current money and power grabbing scam, Climate Armageddon.

The nazi pass was not introduced in NL until it had been established beyond any shadow of a doubt that the poison vaxx did nothing, nada, zero, zilch to stop infection or transmission. The government then had to claim that only vaxxed could make use of their fundamental, constitutionally guaranteed rights and freedoms because they could freely get infected and not overload the hospitals (also already known to be untrue at that time according to Israeli and UK figures). The Dutch authorities allowed vaxxed who had tested positive to nevertheless go anywhere they wanted, sneezing and coughing over everything and everyone, the green check in their nazi pass remained. If an unvaxxed tested positive, however, that would get a big red X. Why? Either argument had failed at this point – the infection/transmission lie had been set aside, and if someone had already tested positive, what was the point of claiming they had to stay home so they would not become infected, fall ill and end up in overburdened hospitals? The only justification at that point was to force the peasants to obey and punish those that refused. I despise the current Dutch government, they are an abomination and each and every cabinet member should hang their head in shame for participating in such coercive, undemocratic, discriminatory actions.

I remember talking to a neighbour about the nazi pass; he wasn’t keen on the passes, but said they would be gone by spring. I said they would not and they would keep using them whenever they wanted. He didn’t believe me.

Hopefully any remaining remoaners now see the vile EU for what it is – an authoritarian, self-serving group of has-been politicians serving powerful interests, that has set up a political structure that excludes democratic involvement, accountability or checks. The future will prove the people of the UK were right about Brexit, and that the failure to properly implement it just shows how far the tentacles of the powerful reach.

Agreed. No country within the EU has a sovereign parliament. The EU will not allow it.
You may be aware of the plaque within the EU parliament of a quote by Philip Kerr (11th Marquess of Lothian)?
“National sovereignty is the root cause of the most crying evils of our time and of the steady march of humanity back to tragic disaster and barbarism…The only final remedy for this supreme and catastrophic evil of our time is a federal union of the peoples. 1939”

Or how about these:
“Nations are in effect ceding portions of their sovereignty to the international community and beginning to create a new system of international environmental governance.”
Lester Brown Founder of the Worldwatch Institute, and founder and president of the Earth Policy Institute

“The concept of national sovereignty has been immutable, indeed a sacred principle of international relations. It is a principle which will yield only slowly and reluctantly to the new imperatives of global environmental cooperation.”
UN’s Commission on Global Governance:

“Democracy is not a panacea. It cannot organize everything and it is unaware of its own limits. These facts must be faced squarely. Sacrilegious though this may sound, democracy is no longer well suited for the tasks ahead. The complexity and the technical nature of many of today’s problems do not always allow elected representatives to make competent decisions at the right time.”

This is the first building block of the WHO Global Digital Health Certification Network (GDHCN) that will develop a wide range of digital products to deliver better health for all.

Translation: this is the first building block to creating a global healthcare cartel of major pharmaceutical companies to be able to force their products on the global population.

New digital health products in development aim to help people everywhere receive quality health services quickly and more effectively.

Translation: No one will be able to avoid taking our products. No one.

The EU certificate has not only been an important tool in our fight against the pandemic, but has also facilitated international travel and tourism.

Translation: Anyone who doesn’t take our products will be unable to travel. We sort of pulled it off last time, but we’re going to close all the loopholes in future.

I am pleased that the WHO will build on the privacy-preserving principles and cutting-edge technology of the EU certificate to create a global tool against future pandemics.

Translation: We will not stop until every single human being is tracked, codified and submits to our system. We have the tech to make it happen.

It is all spelled out in Klaus Schwab’s book Covid-19: The Great Reset which was published only 3 months after the ‘pandemic’ was declared. Here are some of Klaus’ dystopian wishes:
Page 33 – Just to provide a broad and oversimplified example, the containment of the coronavirus pandemic will necessitate a global surveillance network capable of identifying new outbreaks as soon a s they arise…
Page 102 – Youth activism is increasing worldwide, being revolutionized by social media that increases mobilization to an extent that would have been impossible before. It takes many different forms, ranging from non-institutionalized political participation to demonstrations and protests, and addresses issues as diverse as climate change, economic reforms, gender equality and LGBTQ rights. The young generation is firmly at the vanguard of social change. There is little doubt that it will be the catalysts for change and a source of critical momentum for the Great Reset.
Page 153 – Technological Reset – We will see how contact tracing has an unequalled capacity and a quasi-essential place in the armoury needed to combat COVID-19, while at the same time being positioned to become an enabler of mass surveillance.
Page 156 – Accelerating the digital transformation – In one form or another, social and physical distancing measures are likely to persist after the pandemic itself subsides, justifying the decision in many companies from different industries to accelerate automation. After a while, the enduring concerns about technological unemployment will recede as societies emphasize the need to restructure the workplace in a way that minimizes close human contact. Indeed, automation technologies are particularly suited to a world in which human beings can’t get too close to each other or are willing to reduce their interactions.
Page 160 – The most effective form of tracking or tracing is obviously the one powered by technology: it not only allows backtracking all the contacts with whom the user of a mobile phone has been in touch, but also tracking the user’s real time movements, which in turn affords the possibility to better enforce a lockdown…
Page 165 – As the coronavirus crisis recedes and people start returning to the workplace, the corporate move will be towards greater surveillance; for better or worse, companies will be watching and sometimes recording what their workforce does. The trend could take many different forms, from measuring body temperatures with thermal cameras to monitoring via an app how employees comply with social distancing…

It worked so well for those who didnt take the experimental injury inducing failed product. We were openly by Governments locked out of bars, restaurants. Public transport, shops, universities. travel, in places like Austria and Australia and New Zealand denied people the most basic of human rights . In America and in this country media newscasters and celebs talked about denying us medical treatment.

Doesn’t this tell you what’s in store for those who do not offer their bodies for medical experiments? no job. no life prisoners in a regime the CCP would be proud of.

Probably, yes, unless this development is resisted significant numbers. As per the aberrant Pandemic Treaty, WHO member states will be obliged to pledge a larger portion of their national budget to this unaccountable, unelected and unnecessary cabal of incompetents… while the damage done to the aviation industry by these measures means there will be less available in nations budgets as the economies of many nations (especially in the Middle East) are massively bolstered by the aviation sector.

I’ve known loads of expats, particularly from other continents, who took the jabs first time around as insurance so they could reach home with no hassle, particularly if there was an emergency and they had to fly home to family last minute and couldn’t gamble on getting a negative PCR at short notice. It’s these people who will feel also obliged to comply again. I just stuck to my guns and didn’t travel home for the entire time but I’m not sure what I’m gonna do in the future. Well obviously I’m never getting jabbed, hell will freeze over first, but I also flat refuse to go back to this “you need a negative brain swab or you can’t travel” bollocks either! What global digital Covid 19 certification?..No one wants it, and no one is using it and …..who the hell is going to show any Covid certification? Unless we now going to look at ‘historical’ vaccination?….

….I can’t see how this will work..at all…what does anyone have to show now, besides nothing….so how will they get people to take it..when they haven’t had to have one for 12/18 months…?? As for the tourism industry..I think they know this would be a death-knell….

How will they get all the migrants to take it..and use certification? And if they don’t, how will it be legal to make anyone one else do it?

Sounds like a pile of old crap to me..I don’t doubt they will try, and I know they want to stop us all flying… but I’m not convinced it can work.

So in future going on holiday will mean slipping someone with a boat a few hundred quid and sneaking out of the country and into another one, then the same coming back! This fascism surely can’t last. They’re overreaching way too quickly. If I can’t enter the EU, so be it. Hopefully there will be other places I can still go. I have a feeling that for all the African migrants coming here, there will be many people leaving the ‘civilised’ West for the the ‘wilds’ of Africa!

I for one would like to cavort around in a loincloth in the virgin jungles of Tanzania, if it were practical, and if it were an option that extirpates me from the insidious system of control and influence that I find myself born into.

All that would be great. However, what good it does it do, as Rome burns?

It’ll be interesting how they intend to police the “there must be no visible border between NI and Eire.” At the moment you can just drive from one to the other across multiple small country lanes.

I guess that’s why the assimilation of NI into Eire has had to be accelerated via the Windsor Treachery.

Hmm. Gates is a majority ‘specific funder’ of the WHO. The WHO installs a framework of vaccine passports to ensure maximum uptake of big pharma’s products. Gates is heavily invested in big pharma. National governments stand by and let all this happen, and are busily implementing laws to prevent people discussing it.
Nice little circle of evil, fascism in its purest form.
