Excuse my ignorance, but why are case rates important in a vaccinated world? I've been ignoring things for a while and trying to enjoy life, but I thought I'd come back to reality today.
I thought the vaccines didn't stop the spread, but only stopped the seriousness of the illness? If so cases become a meaningless metric surely?
As I say I've become quite ignorant on the details so please do inform.
It isn't failing at all. If there's one thing we should have learned during the last 16 months, it's that governments can say or do whatever they like, but nothing will have any particular effect on a coronavirus like Covid. Its ecological niche is the common one of being quite transmissible and not very deadly, so messing about with NPIs and vaccination-for-all is a complete waste of time and money. Sweden aren't doing any worse than anyone else, and by some measures, are doing better.

And presumably without the consequences of NPI's?
