Tillium's Law was first formulated as long ago as 1995, in Ian Tillium's piece "Technological Despotism". It is online here:

Very interesting read. I think Tillium is right. In a number of contexts the first step is instilling fear through propaganda for example street crime led to mass surveillance by CCTV; 9/11 led to mass surveillance and screening of air passengers; a coronavirus outbreak leads to mass surveillance and them control of people's movements (both by police on the ground and electronically). The surveillance gives rise to two levels of control: one is direct e.g. jab freedom passes; the other is the fear that govts will use their powers of mass surveillance to stangle citizens' lives e.g. the threat of lockdown based on mass surveillance carried out through a quasi mandatory testing regime. 

All of those examples of surveillance have resulted in incomparable levels of state control and interference over citizens' lives compared to what existed before. 

I thought I'd copy his final paragraph:

"19 Scientists as a group shouldn't be let off the hook. It's all too easy to think that at least they're not as bad as they were under the Nazis, when - don't be fooled - most of them probably are. That said, any who do get out and fight back, of course, definitely deserve respect...not to mention safe housing."

Tillium's law is back to front; since control requires (hence leads to) surveillance. in general one measures things before one tries to control them.

@ewloe Ah, so a requirement of something is in fact a result of it. Well I never! What great logic they must teach in the 77th Brigade. I don't believe in feeding trolls and therefore I won't be replying to you any more. This is the last biscuit you get from me.

@star Exactly - as I tried to allude to above, there is a preliminary step which is based on fear mongering/propaganda. 

The remedy is presented incontrovertibly as a form of surveillance.

The result is control.

So yes surveillance leads to control.

The proposed govt/BT app to track women's movements to ensure they get home safely.
