Indeed it is Mike. The end game was always forcing 24/7 surveillance and mandatory biometric ID on us, across the globe.
The "proposal" is theatre, given how the questions are loaded. It's also inconceivable that at the time ministers ruled out vaccine passports on the Sunday morning TV shows a fortnight ago, that this document and indeed the PHA 1984 schedules governing the introduction, use and enforcement of mandatory vaccine based freedom licences were not already in draft form between govt and govt lawyers. These documents take more than a few hours to shape.
It is certain that ministers lied on television and in Parliament.
The govt's problem is that the population is not showing signs of deference to the virus or laws around it.
Bur they know all they have to do is wait for the wind to blow in the opposite direction when "cases" (manufactured definition) rise in the winter as they always would do then they will go all out war on us.
Just as they are in Australia.
One wonders who has blackmailed our western democracies into military-enforced "vaccines". No sane free govt would do what they are doing there, in France, Italy, Germany, USA, Ireland, Slovenia, NZ etc
