They might , we should each be given a carbon emissions budget, those who don't use our whole budget should be entitled to sell the balance to those individuals or businesss who release a lot of carbon (e.g.) by use of planes and lorries to travel or large houses. Those who are frugal (like me!) should have a tax reduction to reward responsible behaviour. In order tio implement a carbon emissions budget for individuals, it will be nessary to arrange a digital id system, to rie it all together.
