The proportion of adults in Britain who are unvaccinated has fallen by more than half since that report. And "it's much safer to be feared than loved".
It's interesting that that Imperial report was published, but I would file it under "social studies academics going off on one", rather than highly practically-minded academics doing highly practical work for the Cabinet Office, some of which won't be open-access. It reminds me a bit of the "sociophysics" explanation for why Trump won the 2016 US presidential election. Worth reading so as to be aware of it, but the rulers' real operational and strategic levels of understanding are far deeper than such texts suggest.
