In previous articles, I analysed Government documents showing that the Covid pandemic response in the U.S. was not designed or led by public health agencies. Rather, it was a biodefence response, led by the National Security Council and FEMA/Department of Homeland Security.
In addition to military and intelligence agencies, the biodefence cartel that ran the Covid response encompassed global pharmaceutical companies enmeshed in public-private partnerships with governments to create and disseminate “countermeasures”, and global NGOs – most notably, the Bill and Melinda Gates Foundation and the Wellcome Trust – which invest in and benefit from all the activities related to pandemic preparedness, first and foremost: vaccines.
The same thing happened in many countries:
- Between January and mid-March 2020, the public health agencies were handling the coronavirus outbreak as they would any other. They monitored for local outbreaks where people were getting sick with symptoms, told people not to panic and gave scientifically and epidemiologically sound advice: no masks necessary, wash your hands and stay home if you’re sick.
- In mid-March there was a complete reversal on everything: suddenly both the political and the public health officials were saying millions would die if we did not shut everything down and wait for vaccines.
In this article I will discuss how this pattern was repeated in the British Covid pandemic response: the national public health agency was replaced at the helm of the response by military and intelligence entities, and the response switched from public health to lockdown-until-vaccine – specifically, as a top U.K. Minister testified, the mRNA vaccine.
Initial U.K. Public Health Response
Wikipedia describes in detail how in the first months of 2020, the pandemic response in the U.K. followed standard epidemiological and scientific guidelines.
Even as late as March 11th, the authorities were eschewing face masks and explaining that herd immunity would be the inevitable endpoint:
On March 11th, the Deputy Chief Medical Officer for England Jenny Harries said that the Government was “following the science” by not banning mass gatherings. She also said, on face masks, “If a healthcare professional hasn’t advised you to wear a face mask… it’s really not a good idea and doesn’t help.” She added that masks could “actually trap the virus in the mask and start breathing it in.” On March 13th, British Government Chief Scientific Adviser Patrick Vallance told BBC Radio 4 one of “the key things we need to do” is to “build up some kind of herd immunity so more people are immune to this disease and we reduce the transmission”.
These are all standard public health procedures in dealing with a respiratory virus that is spreading in the population.
Accordingly, in the U.K. Coronavirus Action Plan dated March 3rd 2020, there is no mention of masks, social distancing or asymptomatic testing; and the plan provides reassurance that most people will have mild flu-like disease.
Under “Responsibilities for Preparedness and Response” the plan states: “DHSC [Department of Health and Social Care] is the lead U.K. Government department with responsibility for responding to the risk posed by a future pandemic.”
Then, the response took a sudden and extreme turn from public health management to a wartime stance with police enforcement:
On March 17th 2020, [Prime Minister Boris] Johnson announced in a daily news conference that the Government “must act like any wartime Government and do whatever it takes to support our economy”. [emphasis mine, here and below]
Six days later:
Johnson announced the first national lockdown on March 23rd 2020 and Parliament introduced the Coronavirus Act 2020, which granted the devolved governments emergency powers and empowered the police to enforce public health measures.
Was the Coronavirus Act 2020 an updated public health plan to deal with a circulating respiratory virus? Not at all. It was a 138-page emergency act, delegating unprecedented powers to U.K. Governments (England, Scotland, Ireland, and Wales) to lockdown and quarantine citizens. As Wikipedia summarises:
The provisions of the Coronavirus Act enabled the Government to restrict or prohibit public gatherings, control or suspend public transport, order businesses such as shops and restaurants to close, temporarily detain people suspected of COVID-19 infection, suspend the operation of ports and airports, temporarily close educational institutions and childcare premises, enroll medical students and retired healthcare workers in the health services, relax regulations to ease the burden on healthcare services and assume control of death management in particular local areas. The Government stated that these powers may be “switched on and off” according to the medical advice it receives.
Thus, by the end of March 2020, the Coronavirus Act, introduced in Parliament on March 19th 2020 and passed through an expedited process in just a few days, despite its 138 pages of unprecedented emergency powers, replaced the DHSC’s March 3rd Coronavirus Plan.
Effectively, the U.K. had transitioned from the public health plan to the lockdown plan or, as Dominic Cummings – Chief Adviser to Prime Minister Johnson in 2020 – testified to Parliament, “from Plan A to Plan B”.
At the same time, as Cummings reported, the DHSC was removed from its lead role in the pandemic response, and a new agency was put in charge: the Joint Biosecurity Centre (JBC).
Here’s what Cummings said in May 2021 when asked about the JBC (p. 56):
Note that the transcript says “from plan A to plan Bill”. Listening to the actual hearing, it is clear that Cummings says “Plan B” not “Plan Bill”, but the typo is amazingly apt, as will become apparent in the final section of this article.
Also note that MP Butler says not much is known about the JBC, including who is on it. When pressed, Cummings does not answer that question and says: “Just senior officials.”
Joint Biosecurity Centre
So what exactly was this new body in charge of the U.K. pandemic response – which even members of Parliament knew little about – once the response switched from the public health guidelines of Plan A to the wartime footing of Plan B?
In May 2020… London rolled out an initiative called the Joint Biosecurity Centre (JBC). The JBC was advertised as a state-of-the-art system that provided “evidence-based, objective analysis to inform local and national decision-making in response to COVID19 outbreaks.” Purportedly tracking the virus’s spread in real-time, its coronavirus “alert level” was directly modelled on the Joint Terrorism Analysis Centre’s “traffic light” system, established in 2003.
JBC was first led by Tom Hurd, a veteran intelligence official who months earlier had been put forward as the likely next MI6 chief. Hurd soon returned to running counter-terrorism for the Home Office, however, and was replaced by senior GCHQ [the U.K.’s “intelligence, security and cyber agency”] operative Clare Gardiner. Her appointment reportedly came at the behest of Cabinet Secretary Simon Case, GCHQ’s former Director of Strategy.
At the time, concerns were rising about the growing role of intelligence service personnel in managing the pandemic.
The Financial Times reported on the JBC on June 5th 2020:
Downing Street has appointed a senior spy to lead the U.K.’s Joint Biosecurity Centre, which will monitor the spread of coronavirus across the country and suppress new outbreaks. Clare Gardiner, head of cyber resilience and strategy at the National Cyber Security Centre — a branch of signals intelligence agency GCHQ — will become the centre’s first Director-General, responsible for advising ministers on the “alert level” for the virus; which is similar to assessing the terror threat.
The decision to put a security official in charge is likely to cause consternation among public health experts, who have questioned whether the template of a terror analysis centre is appropriate for managing a viral pandemic.
Moreover, just as in the U.S., the intelligence or counterterrorism agency that took over the response operated in secrecy and with no public scrutiny or oversight. The Grayzone continues:
Despite the body’s [JBC’s] enormous and constantly expanding power, the opaque JBC has entirely eluded scrutiny from British media since its launch. Its membership, the minutes of its meetings, data, analysis and arguments all remain a secret, while it maintains the power to impose restrictions if not outright lockdowns without explanation or warning at any time.
To summarise: the British Government’s response to the Covid pandemic switched from “Plan A” – a public health response led by the Department of Health, to “Plan B” – a surveillance and lockdown response, modelled on responses to terrorist attacks, led by intelligence operatives and operating in secrecy.
What prompted the switch?
This is the million dollar question – not just in the U.K., but in the U.S. and all over the world, where the same pattern was followed.
Any documents directly stating the reason for the switch and who actually ordered it are not in the public domain, because “Plan B” was carried out by secretive government agencies (the National Security Council in the U.S., the JBC in Britain), whose proceedings are not publicly available.
Nevertheless, in his testimony to Parliament, Dominic Cummings offered some unsurprising clues.
Dominic Cummings: “How Do We Make This Transition from Plan A to Plan B [Plan Bill]?”
In the May 2021 hearings, Cummings testified that in March 2020 he was being told by “people like Bill Gates and that kind of network” that the “new mRNA vaccines could smash the conventional wisdom,” which should “not necessarily” be followed.
It’s significant to note that, in March 2020, Operation Warp Speed – which encompassed different types of vaccines, not just mRNA-based products – had not even officially launched yet. There was no way to know whether mRNA or any other vaccines could be successfully tested, approved and manufactured in time to impact the course of Covid. Yet “Bill Gates and that kind of network” were already saying conventional wisdom would be smashed by them.
The same network, according to Cummings, said he needed to think of developing vaccines for Covid as “the Manhattan Project in World War II or the Apollo programme”. This is the exact same language used by career bioweapons expert and Operation Warp Speed creator Robert Kadlec.
Cummings said they told him “the actual expected return on this is so high that even if it does turn out to be all wasted billions, it is still a good gamble in the end”.
As a result of these conversations with “Bill Gates and people like that”, Cummings reported, he and Chief Scientific Adviser Patrick Vallance decided they “must take it out of the Department of Health”.
What exactly is “it?” At the very least, the whole vaccine development, manufacturing and procurement process. More broadly, the inference of his testimony is that “it” was the entire pandemic response, which Cummings described as “PPE, testing, shielding” and “all the problems the DH [Department of Health] had”.
Plan B, based on Cummings’s testimony, was to wait for the vaccines. And how do you do that? Use the surveillance of the JBC, the emergency powers of the Government and the enforcement of the police to lockdown until the vaccines become available. But not just any vaccines. The Bill Gates-promised mRNA vaccines.
Conclusion
In the U.K., as in the U.S., the Covid pandemic response switched abruptly in mid-March 2020 from long-established public health protocols to an unprecedented totalitarian lockdown-until-vaccine plan. The apparent impetus was the anticipation for the astronomical “return” on mRNA vaccines, which had yet to be developed, tested or approved.
I believe the same pattern happened in all Five Eyes (U.S., U.K., Canada, Australia, New Zealand) and NATO countries.
The result was, as Reuters reported in December 2021, the biggest upward wealth shift in history, devastation of poor communities and countries, destruction of small businesses worldwide and a massive concentration of wealth and power in the hands of global corporations, NGOs and the military and intelligence alliances that provided enforcement and cover for their efforts.
This is not a conspiracy theory. It is a description of what happened.

I was asked to speak first. I was in the spotlight. The truth could not be sugar-coated. ‘We are about six weeks into this outbreak and this virus can now clearly spread between humans,’
‘It is not SARS. The virus is in a similar family as SARS but this looks different … and the difference is probably it is easier to pass between human beings. I think we can expect many more cases in China and many more cases in other parts of the world.’

‘Jeremy Farrar, director of Wellcome, received a pay package worth £515,216, up from £483,788 in the previous year (2021).’
‘Two members of the investment team at the Wellcome Trust received benefits worth almost £8m each last year (2021) as the charity recorded its best investment returns for 25 years.’
But for Farrar to be rewarded, he has to have provided other people with a service. He didn’t appoint himself to the WHO. He didn’t muscle in on the Fauci conference calls. Deals were being made from the start.

Farrar, in fact, provided Wellcome (investment portfolio £38bn), Moderna (revenue 2022 $19.2bn), with a fantastic service with his 23 Jan 2020 Davos press conference statement that SARS CoV 2 was SARS (deadly) but also highly transmissible, causing global panic.
So they no doubt would have lobbied (I can’t prove this but that is the way of the world!) to get him into the W.H.O. (on a handsome, doubtless tax free, stipend) where he could do them even more service…….

It was the lifeline that Stephane had been hoping for: ‘He was like, “I don’t want you to waste time, you need to focus on the vaccine. The bank will buy the stock and take the risk to sell it back to investors.’
It was a race between pharma companies:

Wolfgang Wodarg from the European Medical Council, who also helped expose the 2009 Swine Flu non pandemic was critical of the 2020 countermeasures, but unlike in 2009, the media was fully captured and made smears and conspiracy slurs against him.

If I was feeling charitable, the persuaders from intelligence and industry really did think they could beat COVID better their way. But since they did no cost-benefit analyses and even refused to do so, there is no room for charitable interpretation: it was not done for scientific or health reasons.
The Gates types were in it for the money. The intelligence types were covering their backs for producing and leaking a bioweapon – and if recent revelations about the CIA are credible, were also in it for the money.
Of course, the high degree of preparedness in being able to dump fully-drafted laws at short notice strongly suggests forward planning. That corroborates the idea of a power-play to take over the body politic globally.
Reviewing my blogs from 2020 recently, it strikes me just how well the virus-release was timed to sabotage the two world events that, we are told, really rattled the deep state: the implementation of Brexit and the re-election of Trump. The wrecking of the UK economy a month after Brexit was finalised eclipsed any of its benefits, and it seems to have been largely the response to the “pandemic” that was used to paint Trump as incompetent (and listen to Scott Atlas on how an intelligence led pandemic team was used to mislead their President).
It’s possible the intelligence types were also in it for the power, kudos, fun of it and test-run certain mechanisms (lockdowns, fast tracked vaccines) that they pretended to think might be useful in the event of an actually dangerous viral bioweapon attack.

A lot of the lockdown restrictions were introduced by “statutory instruments” enabled by the Public Health Act 1984. The Coronavirus Act presumably was needed to cover those things that the govt didn’t feel it could plausibly attach to the PHA.

I believe all the “stay at home” stuff was SIs under the PHA as were masks and vaxx passports, vaxxes for care workers, foreign travel restrictions.

Regarding the part in bold, yes and no. You have to wonder whether there was every way to know this if you were confident that the normal protocols could and would be ignored, because of the supposed seriousness of the “emergency” and the big stick of lockdowns to beat people with (take the vaccine to get back to normal). The key word is probably “impact” – but if you have control of the sources of information and data then demonstrating “impact” is not too hard.
Playing devil’s advocate, you could say that the Imperial College report of the 16th March was “new information” that caused the UK govt to change its mind. Alternatively you could say that the report was produced expressly to make them change their minds, or to support a decision that had already been made. A conspiracy theorist may need to explain the UK govt’s sudden shift in position – or rather may need to explain why they were not following the narrative from the start. That’s the trouble with all of this – the evidence, while overwhelming, is largely circumstantial, so for a trusting normie there’s still not enough of a smoking gun to convince them that the whole thing wasn’t just a series of cockups.
Or a whole series of astute decisions stymied by a cunning and deadly virus and a non-compliant public?
My response to the “still not enough evidence” argument is this. I ask them to describe to me exactly what the evidence that would convince them would look like. What would they need to see exactly that would make them go “ok, now I believe this”.
Typically they can’t or the sort of evidence they describe is ridiculously unrealistic. And they realise it as they are describing it. And it’s often the moment of realisation on all sides that they are unpersuadable, they don’t want to change their minds. They set an unrealistically high bar of evidence because they don’t want to change their minds. Not vice versa.
That’s a very intelligent question to ask. An answer could be some incontrovertible record of a conversation between senior players along the lines of “well, of course we know covid is just bad flu/doesn’t actually exist, but this is too good an opportunity to let go to waste”. Sadly that record is unlikely to exist as the players will not have been stupid enough to leave a paper trail.

I think the biggest reason that people want to believe ‘cockup’ rather than conspiracy is that to admit this was a deliberate military action by your own government means that your government is trying to kill you or at least cares not if you live or die.

Yes that’s a good point, though you could attribute the politicians not questioning this to incompetence or panic – not that this is what I believe.
It had long been my impression that in the UK and rhe US (and probably many other countries) it is the military and intelligence establishment that really are in charge. They din’t run everything but they have the power to step in at any time and decide and intervene when they want to.
At least that is how it is in the US. The DoD has bases in every single state of the union. It is the biggest employer. Has the biggest budget, equivalent to the GDP of mid sized European nations. And you will never ever hear any candidate to political office say anything critical of the military. On the contrary, they all always talk about how important it is, and how they want to give it more money. Including Trump.
There was a period during the 1990s, in which the military was scaled back as the cold war ended. But then came 9/11 and the mid east invasions. Conveniently.
Kennedy tried to stop the escalation in Vietnam and was assassinated and that was followed by massive escalation, interestingly.
The post Vietnam era was also a nadir for the US military, Carter was clearly a pacifist, but conveniently Reagan replaced him with landslide victories and grew military spending dramatically. Another interesting coincidence.
The US is basically a soft military dictatorship. As I see it.

Highly likely that in these secret labs (Ukraine, Wuhan)they already had these vials of antidote ready should there be an escape of that very bioweapon!
Yes – the only possible ‘explanation’ for the Rona Fascism and Medical Nazism – I call it what it was – was that there was a biolab created sythetic chemical weapon, which TPTB felt might be lethal enough to wipe out populations in the manner of the Black Death. That is the only possible ‘rationale’. Viruses don’t exist. US biolab chemical agents do. Despite this, the policy response was fascistic, coordinated, planned, and calibrated for full effect. I’ve thought for a long time that Johnson basically got an instruction to lockdown from the USA military.
Only 5 days before the first lockdown, the British Gov downgraded Covid from a High Consequence Infectious Disease because they knew it had low mortality rates. It would have taken the Civil Service/Quangocracy several weeks to obtain and assess the data; check it; present to Ministers; get agreement to downgrade; prepare the Comms and publish on the website. He did get an instruction to lockdown, but it was from Macron.

The WHO seem on the surface to be at the centre of this, with their various motivations of money and power as you and others have posited, but I’m still not convinced that virtually every government in the world and their “expert” advisers could have been persuaded to take an unprecedented, economy-wrecking course of action on such flimsy evidence with such obvious vested interests behind it.
I suppose it is possible that Mrs Macron was also responsible for China and Italy locking down but, I must say, it does seem rather unlikely.
China and Italy both panicked as a consequence of high mortality amongst the elderly and infirm within highly polluted conurbations.
Unfortunately British governments have a track record of panicking in response to Professor Ferguson’s modelling, having previously done so regarding the foot and mouth outbreak and then swine flu.

Not convinced. Every world government and their experts sold a pack of lies which would ruin their countries? But all we can do is speculate, sadly. We will never know the whole truth, probably not even much beyond the surface. Not in our lifetimes, anyway – and I think a lot of the truth will die with those who know it, because they were surely not stupid enough to leave much evidence behind.
Everything we are discussing would’ve been called a conspiracy theory by the Lord Haw Haw Piers Morgan.

How else to explain, for example, the predicament of the Democrats (in particular) in America, four years to find a new candidate; the predicament of the Conservatives in Britain right now, an eighty seat majority turned into slapstick debacle?
It seemed to me that the Tory leadership were happy to lose. I agree about the Democrats – they have made a mess of it – though perhaps they were pushed into a corner a bit by Trump as he is such a strong candidate. I think it must be hard to sell Democrat policies to the citizens of the US which the Dems are dedicated to destroying.
After swine Flu? then if they were honest they would not panic. What about the ‘alleged’. fake photos from a few years earlier in Italy. Think it was dead immigrants in body bags etc.
Difficult to underestimate the power of stupidity within any ruling class, in my view.

And remember that he allegedly became a hospital patient on account of the infection for a few days. Whether that was a staged event, or at least the way in which it was reported, is debatable. At any rate, he appeared to change his mind after that. Incidentally, one of the workers at the hosp accidentally reported his weight, thus BMI, which suggested that he was more vulnerable to infections like that on account of his lifestyle etc. If he was in better condition to start with, he might not have been conned into it.

The reason for the downrating was that if the C1984 was left with HCID status ALL therapeutics had to be made available which would have included Ivermectin and Hydroxichloroquine and as these were known to be effective there would have been no place for the fake “vaccines.”
It just so happened that the C1984 was not a highly dangerous infection.
Thanks for that comment. I had not realised the downgrading facilitated restriction of treatment protocols. I believe that Ferguson was on the committee that makes these decisions. Also Hancock did not tell Parliament about the downgrade before they all allowed the CVA 2020 to go through.
