If you pay it voluntarily, probably not.
This is because a fixed penalty notice under the Coronavirus Acts are given as an alternative to prosecution at the discretion of the authority, and if you pay it, you cannot be prosecuted for that offence. However if you don't pay, then you are open to prosecution and if found guilty you may then have a criminal record.
Paying a Covid FPN is not an admission of guilt, unlike accepting a caution for an offence.

Maybe the criminal courts? I am a lawyer as I've mentioned and though my stuff is entirely in the civil Courts, they are backlogged but things are still moving through the system if you chivvy their administration along?
Do you have a source for the criminal Courts being backlogged to 2023? If that is true, and accurate, then that will reduce the likelihood that the powers that be will prosecute, especially in edge cases.
