While not asking for a meet up, I am quite open to one. I live next to the Downs.

No more than two people. There are exceptions, such as support groups, educational and charity services.
Meeting for coffee indoors is not possible but maybe open air coffee vendors are still out - such as on the Leigh Woods side of the suspension bridge.
I see no problem with chance encounters if people happen to be walking in the same area, perhaps in the same direction and on a narrow footpath and at about the same walking speed.
Just a confirmation that the Chapter & Holmes mobile coffee kiosk was open on the Leigh Woods side of the suspension bridge today. It is open daily 10:30am to 4:30pm.
