There are no random events - only events for which we cannot see the causes and conditions. And 'conditioning' is the key word here.
Who plans the patterns created by a murmuration of starlings? There is no plan there. Each starling is conditioned by those nearby (up to seven, so I have heard). The patterns emerge as the movements of adjacent starlings condition each individual starling. Then each starling has a certain amount of internal conditioning. They react in similar ways to similar external events.
We see such conditioned behaviour in the public at large, and that includes myself (although at larger than most). The pandemonic has starkly highlighted this.
Now I am not saying that your theory is not a possibility. I am just saying it is not the only possibility.

OK, 48 minutes long. I listened to the guy rattling on for 25 minutes, which was enough to get the gist. I will rewind to where I first became embroiled in the pandemonic 'issue', which was when social distancing was introduced mid-March.
I saw what appeared to be unnecessary angst created in the general public, out of proportion to the threat level. It totally lacked perspective - as if there were not many more serious causes of death out there. Then lockdown was imposed and I could see that it would cause more harm than good.
Stress, anxiety, suffering were all being ramped up. For me, this was anathema. As a practising Buddhist for over 30 years, I help to run a centre that seeks to overcome such negative mental states, seeking to cultivate compassion and understanding. I was moved to look into the covid-19 situation and its causes.
One conspiracy came to mind. Internationally, the wealthy become wealthier by selling back products to the population that produce them at a price that is greater than the cost. To increase the profit, wages have to be restrained. So credit is offered. This provides loan interest, but it reaches a limit. So the wealthy need to find somewhere else to lend. Governments might be the answer. If they could get governments in hock, they could increase their wealth. The pandemonic is ramping up such loans, so it is a credible theory.
A second conspiracy came to mind - a benign conspiracy. Traffic was reducing in Bristol and air quality improving. People tightened their belts and there was less demand. There was more time relaxing and going for walks. Some jobs, it seems, we could do without. So I thought this could be a benign, green conspiracy aimed at reduced what we demand from the planet - also a credible theory.
The third possibility was that scientists and politicians had just got it all terribly wrong. That was clear (to me) from the outcome of their misguided countermeasures. It was not clear to the general public. They were under the spell of the media who offered no challenges. From shared conditioning (e.g. via poor modelling), peer pressure, the wish to look 'caring', strong measures were introduced. Again, a credible theory.
I don't need to hold to any of these theories. Regardless of the motives, the immediate problem was heightened suffering of the population due to countermeasures. I am reminded of Tommy Cooper who went to the doctor and said, "When I lift my arm up, it hurts." The doctor said, "Well, don't do it then." The priority here is simply to stop these ridiculous countermeasures. I don't need a position regarding theories to engage in that.
If there is a benign conspiracy, that would be good, i.e. well-intentioned. It clearly is using the wrong means. It will need to be in the open and debated so people can sign up to it. I hope that time will come. But that time is not now. We have unnecessary deaths and health issues to address urgently.
Post covid-19, we really need to consider what we are about on this planet. What we take and what we put back should be of concern for all of us. Meanwhile, looking after one another's welfare is never off the agenda.
