The government has control of SAGE. It is absolutely vital for continuance of government policy that SAGE continues to give buy in to the idea that the virus is totally horrendous. Initially, SAGE's exaggerated predictions terrified the government. The government had a knee-jerk reaction and did not check for a wider scientific consensus. They co-opted the media and terrified (even terrorised) the public with their implementation of extreme anti-covid measures.
The government insisted all along that they were being guided by the science. This could be an indication that they may even have been a bit sceptical themselves, hence the initial delay in their actions. The action of other countries also forced their hand. Those other countries (apart from Sweden) were also duped by the same exaggerated predictions.
The government now find themselves in an increasingly challenged position, trying to find a way out without looking foolish. So now it may be the other way round. They may be influencing SAGE. They are certainly dishonestly presenting their own statistics obtained largely by the inappropriate use of mass PCR testing. If it were not for these tests, I don't think there would have been a second lock-down and the tier systems.
