Tests from people with likely symptoms are bound to give a higher positive proportion, than random sampling of the population in general.

There is no justification to say that difference is due to false positives.

Even if you don't believe this reasoning....

Increased cased lead to increased admissions, which lead to increased death rate. Admissions and deaths are at a record rate and are increasing. Pretty good evidence that the number of cases is rising.
