I live in a Tier 3 area. Just down the road is Tier 2.
If I go into Tier 2 for a meal with my family (which we have booked to do), what can I be done for?
Do the coppers have a right to challenge me anywhere, either on my way to the restaurant or inside?
What's the maximum penalty we could face?

But given that there is no way that the restaurant at which you have booked your substantial meal can verify that it is your real address, how will anyone find out. You might even want to get yourself a PAYG "burner" phone to book with and then pay cash on the day if you're really worried about being fingered this way.
Over on r/baduk there's concern that the police will be using ANPR to catch people leaving Tier 4 areas but I don't know that they have enough ANPR equipped cars to cover every road out of Tier 4. They have specifically ruled out roadblocks though.
For my part, I haven't been giving my real details ever since track and trace came in. I've always been accidentally calling myself things like "Hugh Mungus," "Ivor Hardy," "Peter File," "Mike Oxbig," and "Ed Case."

May depend where you go, Yorkshire admitted they were using ANPR.
Id be more worried about bit cities that have fixed traffic and cameras that can do ANPR. Much harder to avoid.
That said, they still have to stop you before fining - because there are legitimate reasons for leaving an area they cant issue a fine without speaking to establish the reason for travel.
I stayed for 2 nights in a hotel. Gave my real address, took my car, paid with credit crad. Went to several shops and another pub for lunch. No problems at all except it is miserable with face nappies, low numbers of others and perspex screens in restaurants. The hotel didn't clean the rooms and had pre ordering with reduced menus. Frankly I won't be doing it again as it is not the normal experience.
