Going from Tier 3 to Tier 2 for a meal

I live in a Tier 3 area. Just down the road is Tier 2.

If I go into Tier 2 for a meal with my family (which we have booked to do), what can I be done for?

Do the coppers have a right to challenge me anywhere, either on my way to the restaurant or inside?

What's the maximum penalty we could face?

Just give a false address and contact number if necessary.
Collectively we have to stand up to this utter nonsense.
Johnson and Hancock backed by SAGE cocked up at the start of this whole saga, and the whole thing now is just doubling down on that lie/incompetence.
People run democracy not the other way round , get out and enjoy your life.

Make no mistake, I AM doing it! 😀

Indeed we HAVE been doing it. I'm using a made up address and phone number from a SIM card I purchased just for such occasions.

But I wondered what the possible consequences are and just what rights the police have to stop and question you.

Technically the guidance/legislation is if you go from T3 to T2 area you must act as if in a T3 area.
Unenforceable though. Just do it.

Around here they wanted proof you were from an area so just make up a fake address or post code just in case.

Good for you.
This is exactly what everybody needs to do.
Just ignore these mad scientists backed by even more sick in the head politicians , who obviously have no concept or perhaps even care of the long term damage this is doing to the health of the nation, both mentally and physically.
