Unfortunately, yes, Hancock has plugged the hole and now issued Statutory Regulations making the T4 restrictions, enforceable.
Makes you wonder why he bothered with the "guidance" in the first place.
I imagine the guidance is because he just makes it up as he goes along. Same with the Drakeford in Wales. Announcements made and then a mad scramble to put it in writing on their website. The fact that there is such a delay with the write up makes me suspect that there is no plan at all.
And their smug faces. Hancock and Drakeford really enjoy their announcements. I can see with their facial expressions. Their cheeks and eyes are doing a grin, it's only the mouth that is a different shape to let their lies out(look at the top part of their cheeks compared to a relaxed expression) Compare their faces with the Sweden pm announcing masks. He really doesn't want to tell people to wear them.

With the dodgy curves of the second lockdown I was still prepared to believe we were dealing with idiots rather than any "plan" but now, with this so-called new strain (one of thousands that have been around for months and nothing dangerous known about it) I am beginning to suspect that a plan is evolving - though not one that was there from the start:
Plan: The panic and hysteria must be sustained. The risk of allowing people to relax and think critically is too dangerous for the careers of those politicians who started this mess. They need to maintain a permanent state of crisis now, until the vaccine magically gives them a "victory" and vindicates all they have done.
Gone are the days when there was even an attempt to balance anything. Damage to people's lives and livelihoods and economic destruction long into the future are now all open-ended. No limits.
Hancock & co just roll off the latest script for their latest episode of "Covidenders Street" and write up the new regs with a smile on their faces and without a worry in the world. There is no opposition or scrutiny. Starmer is worse than useless. An aider and abettor. And since the Supreme Court even refused to hear the Dolan appeal, Hancock can now abuse the 1984 Act in any way he wants. Blank cheque from the judges.
He feels totally secure and has nothing to fear.
Personally, I am convinced that Hancock is playing BoJo and not vice-versa. And BoJo just follows the line of least resistance and least risk - as he sees it - by going along with whatever his health minister says, despite that it is clear that Hancock is running amok.
None of this team should be anywhere near positions of government.
As for police entering private property, I did see/read (can't remember) someone discussing this quite some time ago. It might even have been Lord Sumption.
Bear in mind that separate to the actual tier rules, are a set of statutory instruments relating to enforcement powers (I can't recall the full title, just search for "enforcement" and "2020". Not sure if they dealt only with public/business premises however.

I'm thinking that there's something in the corridors of power at SAGE and/or the civil service that wants to run this as a test to see what restrictions will be "acceptable" when net zero comes in. We already know that net zero will be achieved not by expanding nuclear power and putting the onus on industry to reduce pollution but by lecturing and regulating the little people. So why let a crisis go to waste when you can just cycle restrictions in and out and conduct mass social experimentation in advance.
The "you must have a reason to travel" is the big one there. If anyone can be stopped and made to account for their movements, it's so much easier to bring about a world where you live in the pod, eat the bugs, work in the cage, own nothing, and you WILL be happy.
