Do they even have enough stocks of the vaccine to vaccinate the entire population? I understand they're concentrating on care home residents, oldiewonks, extremely vulnerable people, and R NHS for how.

They will have eventually (total orders are 4x population size).

They're going to use the Oxford/ZA for most people which is cheaper and easier to store (but also doesnt work anywhere near as well).

Ultimately there's no justification for any restrictions at all one the over 65s and clinically vulnerable have been done.

There really is no need to vaccinate people who have absolutely tiny chances of getting severely sick.

Unfortunately, so far, logic has been distinctly absent from Covid policy-making.
